ammonia in tap water

You should be using a water conditioner with your water changes, most on here use Prime. It detoxifies pretty much all the bad stuff, doesn't remove just makes it safe for fish.

I have been using API stress coat plus bit it doesn't say anything about ammonia. Does prime neutralize ammonia?

I would think that does the same but haven't used it so I'm not sure. Prime will detoxify ammonia, nitrites, & nitrates.
