Bacteria Bloom

I woke up this morning and found that the water in my tank is getting cloudy with little white dust-like particles. After researching on the internet it looks like this is a bacteria bloom. I'm cycling my tank still. Is this a good sign or a bad one? Seems that opinions vary on every website I look on. Some say to leave the water unless my fish seem stressed, (they don't), and some say do daily pwc until it goes away. What should I do. I've been cycling for 3 and a half weeks and still I'm only at the ammonia stage, haven't seen any nitrites yet. Ammonia is 0.5ppm.
 
I wouldn't worry about it being good or bad, as it's pretty normal for new tanks. IME, that's a problem that'll clear up on its own; continue to do water changes as needed for your fish and the bloom should take care of itself. Good luck! :)
