Bad brown residue in FW tank!

I posted a while back and it wad thought that it was diatoms. We'll here is a picture showing the brown residue on my rock. It is just as bad on my fake plants. Every few days I pull them out and wash them clean using aquarium water, but it always comes right back within a day or two.

From roughly 8 am until 9 pm. So around 12-14 hours.

No algae eater in tank, yet. I have been only leaving lights only for about 7 hours the past few days and that has helped tremendously.

I pretty much don't eve turn on the lights if there are no plants.

My gold fish gets light from 5pm, when I come back from work till I put the kids to bath, at 7-8pm. It still gets a bit of brown algae.
