I have started a 10 gal half moon tank with a whisper filter and live plants.. want to start with some cheaper fish to start with.. any best choices?

Hi and welcome!!
Have you cycled the tank yet?
Do you know what the nitrogen cycle is?
10g can be a little bit tricky to stock because if the size but there are come nice nano fish, bettas, small gouramis, snails and shrimps that will fit well.

TY.

The tank has been running for 2 days now running the filter, heater and led lighting and the live plants are also in there.. what else should I be doing? I will be picking up a test kit tomorrow ..

Just running the tank for a couple of days isn't cycling. You need to have an ammonia source to start and continue the process. There are two ways to cycle fishless or fish in. I will post some links for you to have a read of.
A test kit is a necessity. I recommend the API freshwater master test kit. Don't get strips they can be high inaccurate.

Also, google 'the nitrogen cycle'.
