I just give it a good rinse with hot water. . I also use an infants toothbrush to get into the small places. There are specialist brushes, available online or in lfs. I just use the brush and hot water...Only the pump of course and not the media!!!

It's a used filter its built into the hood. How should I clean the bio wheel

Are you re using it as an existing BB colony or in otherwards cleaning it during a water change or are you doing a full cleaning on it for re sale or storing it? If its the first of the two then just use hot water on the pump and swish the wheel in old tank water to clean that. For a full cleaning a very light mix (1/10 or less ratio) of bleach water will do the trick and something I've learned with my SW tanks is any type of calcification or anything will desolve away with using distilled white vinegar which is a great way to clean pumps. I just leave them running in a 1/1 vinegar/water mix for a couple hours and they look brand new.

I got the tank for free, and want to clean it fresh, or as fresh as possible. I'm using it for freshwater

Then a light bleach mix will be fine. If there is any build up on the glass that doesn't wipe off soak a paper towel in the vinegar I mentioned and rest it on the problem spot. Hour later it will wipe right away.

Would you say for a bucket of water a tablespoon of bleach?

Hard to say not knowing the size of the bucket lol but I normally just pour enough in to give a decent layer on the bottom of the bucket then fill it up with water.
