Cloudy Tank Need Help

I just bought my daughter a glofish tank 10 gallon for her birthday. I'm caring for the tank myself. I bought a gravel cleaner and have been taking my tank to 50% water when cleaning and changing filter and added back treated water. My tank has never returned to clear clean water. It always looks cloudy and dirty. I'm thinking maybe cheap filter system, but I need help getting water clean again.

There are many types of cloudy water and each has different causes.

Tea like water. Tannins caused by driftwood.

Milky white water. Bacterial bloom, common in new tanks.

Green water. Algae.

Dirty water. Stuff floating about in it, detritus etc.

Which are you seeing?
