cycle 40gal freshwater tank

i'v been cycling this tank now for 4 weeks using ammonia method. i miscalculated ammonia and stalled the cycle. i'v been doing daily water changes to get readings down. here are the readings as of 2/27.
water test 2/27
brown algae
scrapped off glass
ammonia .05
nitrite .5
nitrate 16
ph 7.6
tested tap water for ammonia = 0
should i continue water changes to get readings to 0? or raise ammonia to 2ppm and see if it drops to zero?

I would dose to 2ppm as a test and see what the result is at 24hrs. Hopefully the nitrites and nitrates do their job and gobble that up.
