Check all the parameters of the tap water you use.....The water supply may contain ammonia, and nitrate among other things. If your tap water has a high nitrate content it will not dilute the nitrate in the tank any lower than what it's level is.

The only thing to watch out for with doing large water changes is you want to make sure you go slow so that the fish can acclimate to the new water qualities (such as changes in pH, temperature, etc).[/quote]
