Dwarf puffers are not eating snails

I got snails for my puffers and they are not eating them

Try different snails or black worms. You could always wait a few days and see if the puffer becomes too hungry and will try to eat anything live. Pellets and flakes will rarely work, especially if your puffer is not understand that you are the food handler.

Ramshorn snails should work too. But I think it's best to feed him live worms first as what Terrance has said.

Yep, live worms and snails are the best. Try pond snails, that's what always works for me.

I recommend getting pond snails and feeding it frozen bloodworms. It probably will work.
