I have the 2217 running in a 38 gallon tank and it is not too strong, you can play around with the outtake/spraybar and angle it so the flow won't harm the fish. I also read that you can drill the holes bigger on the spray bar to reduce the flow if that is really required.
My eheim is only a few weeks old but so far it has been running great. Be warned though, the instructions are not very clear but check on youtube for videos on how to install the filter.
