My fluval 300 for a 50g tank carbon had decomposed. Should I replace it? What things do I need to replace in that filter?

Yes, replace it, there's no other use for it really. Next thing would be Bio balls then whatever source of media you prefer its just a matter of preference.

That depends, carbon is used to take chemicals out of the water. After medicating for an example. After a month it needs replacing. I personaly dont run carbon, only after medication.
