Finished setting up a 10 gal tank

Ok so I've set up my new tank. The bacteria have moved in and I have a betta in my ten gallon heated tank. Temp set at 78 degrees. Now. I saw somewhere that you are supposed to have a tablespoon full of salt per 10 gallons. Is this true? And what happens if I put sugar in my tank on accident? How would my fish react?
 
I bought the salt and it says on the label to condition water and reduce stress use one level table spoon for each ten gallons. And what would happen if someone spilled sugar into the tank?
 
Yeah sorry about that I tried posting just once but when I did it said something about there already being a thread with a similar name so I changed it and tried reposting and this happened haha. Oh ok
