Fish tank question

I have a 10 gallon tank with right now 4 white tetra fish and 5 black tetra fish, 4 snails, and 1 African dwarf frog. I noticed last night there are white fuzzy "balls" on the bottom of the tank in the rocks. Has anybody ever heard or seen this before? I believe it maybe the extra food but I don't understand the white fuzzy stuff around it.
 
Do you know if this tank has been cycled? Do you have a test kit? Test for ammonia and nitrite. It sounds like you have a bacterial bloom, and there could be an associated ammonia spike. If ammonia or nitrite is over .25, do a 50% water change immediately. If you don't have a test kit and the water smells fishy, do an immediate 50% water change and go get a test kit.
 
If there is extra food in there, the white stuff around it is a sort of mold. As dskidmore indicated, you need a good water change and make sure to vacuum out those white blobs.
