Fishless cycle bacteria bloom?

Have new 55 gal tank. Day 7 of the fishless cycle, have "foggy" "whiteish" cloudy water. Might this be a normal "bacteria bloom"?
I did use seed (water squeezed from sponge filter) added on day 2.
Added 2 plants on day 2. Have limited the tank light to 4 hrs per day. Tank positioned with no direct sunlight.
During setup, used API Stress Coat and "clear ammonia". Original ammo dose 4.0. Using two Penguin Bio 200 HOBs.

Temp-86, ammo-2.0, no2-0, no3-30, ph-7.6.

Sounds like a bacterial bloom to me. They are heterotrophic bacteria that divides WAY faster than the normal autotrophic bacteria we are wanting. The heterotrophs will divide every 15 - 20 minutes while the autotrophic bacteria can take up to 24 hours.

When the autotrophs catch up they will out compete the other bacteria clearing up the bloom.
