Flourite substrate


I am new to this. I got a 15 gallon fluval flex. Bought some flourite substrate, rinsed well. Does this make water cloudy every time you move stuff around or does that go away? I don't have fish in water yet. Put floss in filter for now and am changing water gradually. Thanks.
