Heating Troubles

I am trying to cycle my 29 gallon tank but my heater is not working. I have tried several different plugs just to make sure it wasn't the outlet. Its weird though because the power light on the heater says it on and I have it cranked up to like 89 degrees. Mt thermometer says the tank is at 79 degrees and I even touched the heater and it is as cold as my tank. I guess my question is how is this going to affect me cycling my tank?

My guess would be that the cycle will take a little longer as opposed to having warm water.
Unfortunatley....heaters go bad.
I always have a couple spare heaters on hand.

79 degrees is plenty warm enough to cycle the tank. Most of my tanks actually run a few degrees below this at room temp.
