High ammonia level.

Have started a 60 litre tank with 5 goldfish, 5 danios and 2 mystery snails.
We have one plant and a bit of wood.
Running a jet-flo 75 with the spray bar assembly jets towards the wall of the wall of tank to create less turbulence.
Heater is set at eighteen degrees
We are continually getting ammonia readings at about 4ppm and ph @ about 6 even with 1/4 to 12 daily water changes.
Any advice how to lower the ammonia?

You don't say, but I guess your tank has not been cycled.

For example, your tank is not really suitable for goldfish. They get big and are really messy fish, part of the reason for the high ammonia.

You need to do some water changes to lower the ammonia and then cycle the tank as explained in the link

Unfortunately, it is probably because you have too many fish in a small tank that hasn't been cycled.

First, read the article linked above.

Next do an 80% water change to remove the ammonia.

Then you need to consider finding a new home for some of those fish. That is just too many big fish for a tank that size.
