My resident expert on tetras says all tetras are schooling fish, so you'll need a minimum of a dozen in your tank for them to feel at home and be healthy. He recommends keeping to that number, because there is an enormous variety in this fish group and some can get pretty large. But, if you get the little guys, you'll be fine.
If your tank has been running for several months and is established and you do large and frequent water changes, you could keep considerably more in a 45 G.
As for me, I have several 55 G tanks of Fancy Guppies, similar in size to most tetras and have well over 100 individuals per tank. The key is plant a lot of plants and change half the water every week.
