How to soften water and lower ph levels

Ok my pelco keeps getting sick. First he got ick, and now he has this white fuzzy looking stuff on his tail.. Which idk what is.... I do 40% water changes daily... Someone said it could be fungus? Anyways I'm trying to make the conditions better for him because maybe that is affecting him. my ph is very high which says it should be like 6.0, mine is higher out of the tap. Also they like soft water... Mine is hard... Any suggestions as to what I can do to fix these?

driftwood and almond leaves. Tannins in these will soften water and lower pH
