As for matching temp, just feel both the tank water and tap water with your hand and make sure they feel roughly the same. Doesn't have to be exact. You can use a thermometer though, some do, but feeling both with your hand is usually good enough as long as the water isn't noticeably hotter or colder than what's in the tank.
