Is my tank cycled?

If you're doing a fish less cycle and you add a small amount of ammonia and your parameters are the same in 24 hours you're cycled.

If you're doing a fish in cycle yes you're cycled.
 
Also, based on my parameters, anyone have a clue why I have brown algae all over my stones and such? There's none on the glass, just on my caves and loops.
 
It's probably diatoms, which are normal in new tanks. It'll go away on its own...eventually. You can wipe it off and suck it up with water changes in the meantime. Make sure your lights aren't on for more than 8-10 hours a day as well.
