Is this normal?

After one month with no fish and lots of live plants Ammonia at 0ppm Nitrite at 0ppm and Nitrate at 0ppm. I put 2 Golden Algae eaters and 2 Albino Cherry Barbs in today. All four of them went to the top of the water and stayed there. One of the Cherry barbs are now swimming around the whole aquarium. Is this normal when introducing new fish to an aquarium? I do have co2 injection and one bubble per second. :fish1:
 
How big is your tank? Do you have a filter ? It doesn't sound like it's cycled, you should be seeing nitrates. Make sure you look up fish in cycling to keep them healthy.
The majority of fish will hide when introduced to a new tank with a few that will start swimming around no problem.

It is a 17gallon ada60p. The filter is a Eheim 2311 canister filter. It has co2 as well. Lighting is on twice a day for a total of 8 hours. The two Cherry Barbs are swimming around the whole aquarium now. The algae eaters are still hovering around the top but have moved two the bottom as well. ??
