Nitrites won't go to Nitrates

I've been cycling a tank for several weeks and the ammonia is doing very well, but the nitrites keep getting higher and there are still no nitrates. I don't have anything from a previous tank (this is my first tank of three that I intend to set up), and I'm not sure what else I might be able to do. Any suggestions?
 
Well the chart that came with the water test doesn't seem to have a huge difference between 2ppm and 5ppm (unless I'm partially color blind) and the water in the tube looks like it's pretty close to both of them (purple), so I was figuring it's somewhere between 2 and 5.
 
You may want to try adding a small amount of fish flakes. The phosphates can help the bacteria get going. Make sure to crush the flakes as much as possible.
