Nitrogen cycle not starting

It's been a month since I added 3 fish (~3.5-4 inch total) to my 20 gal. tank. I test the water with api test kit every couple days. So far I havent have any tests show a rise in ammonia (reading is 0-.25 ppm range). Nitrites 0. Nitrates 0. Ph 7.6. Same readings through the month. Water is slightly cloudy.

Why does the chemistry not seem to be starting to cycle?
 
what temperature is the tank? what type of filter are you using? Patience is key, my 20 gallon when I set it up took roughly 8 weeks to cycle.
 
Heater keeps tank at 76-78°F. I have a HOB tetra whisper 20 filter.

I've done 2 water changes (every two weeks)...1st w/ 2 gal and 2nd with 3 gal. Tap water with api water treat to remove chlorine.
 
Patience, let it do its thing at this point, you will get there.
