Old tank that needs to be revitalized

Have an old tank that has been cycled but haven't been used in a long time. Still water has been sitting in there. Can I change water and run filter and put fish back in after a few days later? just to change the current tanks new location.
 
So it's been sitting with water without a filter? No fish? If it hasn't been running the filters that means the bacteria aren't getting oxygen and if you aren't feeding it ammonia or there's no fish to provide an ammonia source then the tank probably isn't cycled anymore. Agree with librarygirl. All those bb died once they couldn't get fed ammonia and oxygen.
