Overstocked?

I have 7 neon tetras in my 54l tank currently. My filter is 110l and I do 40% water changes every week.

I wanted to introduce:
3 more neon tetras
10 harlequin rasboras
4 pygmy cory's or oto's
1 betta

Is this overstocked? And will the new neons school easily with the others fine, idk how it works lol.
Sorry I'm a complete newbie

Any suggestions and advice are welcome :)

That seems quite a lot of stocking to me. I would also reconsider putting a betta in with the neons. I dont think they are generally considered very good tank mates. Might work if there was plenty of space and hiding spots.

Adding more neons into your existing school will be fine. They should all school together just fine.
 
10 might be a bit much on the rasboras. They aren't the largest rasboras out there but you're talking a fairly big school with a fairly large one of neons too.

I wouldn't go with the otos (assuming you mean otocinclus) in my experience they can be a little finicky with water parameters and I don't tend to recommend them for people just starting out.
