Planning a list of fish for my tank after the cycle really wanted to get either cardinal or neon tetras but saw that there Ph range is 6-7 my tap and tank hover in the 7.6 range is this gonna be a real problem or can I get tetras

It's not a problem. The 'ideal pH range' is really blown out of proportion in the vast majority of cases. I've kept tetras and rams in water that was high GH/KH and pH in the upper 7s - low 8s.

No... Just make sure you do acclimate them slowly. My PH is 8.2 out of the tap and my fish are ok. With few exceptions, fish can adjust to most PH levels. It's more important that they have consistency.
