Starting a cycle

Will a piece of raw shrimp work to start the cycle in FW? Or would that only work for SW cycling?

That will work but I would put it inside a media bag or nylon stocking to prevent making a mess.

Wouldn't you be better off just putting a bit of food in the tank?

Anything that you can put in the tank that will produce organic waste (Ammonia) can be used to cycle a tank. Fish food and like you said, shrimp or any fish meat will do the trick. Be sure to follow HUKIT's advice though and put any shrimp or fish meat in a nylon bag (like cut off piece of pantyhose) or else cleanup will be tricky.
