I have a question on surface area. What would be a reasonable amount of fish for a 20g tank?

It really depends on what types of fish. You could get away with 20 neons in there or a half dozen shellies. It really depends on the bioload of the fish.

What is the footprint of the tank? Is it a 20 tall or 20long ?

It's a 20 long, which has a bigger footprint than a 20 high but still the size and bioload of whatever fish you decide on should determine how many you can stock.
