Tank setup soon

I am setting up a 14 gallon freshwater and I want some help on fish selection.I have some fish in mid but I want a opinion.I want to have mainly gouramis.Here are the numbers.And 3 different options

Option 1: 4-5 gouramis
Option 2: 2 gouramis
1 pea puffer
option 3: 1 gouramis
1 Betta
4 neon tetras

Gouramis get very territorial. I would only suggest 1 in a 14 gallon tank

I have herd I could have more I think that 2 would do good and there are other categories 1 2 3

Sparking gourami I have heard are more friendly to each other unlike other species.

Puffers are not community friendly. They will either be bullied or they are the bully.

Bettas can work in community tanks but not always. It depends on the betta.

4 neons I'd not enough, they will get stressed. They need to be in groups of at least 6-10, my preference of 15. I think most tetras are similar in this way.
