Is 2 bubble wands too much to put in a 55g tank or would it work if they are regulated low enough?

they should be ok. it will not affect anything. What are you looking to achive with them decoration or circulation?

A little bit of both cause I got an led lighted bubble wand and wanted to get another one to go with it to light up the whole tank and split the airation throughout the tank
