yea HUKIT is correct, they need a min of 30g, they are really active, 14g will not be able to home cherry barbs as well, they will need a min of a 20g long in order to have enough swimming space

for a 14g, think of a school of tetras, or divide the tank in two to house two bettas
 
If you upgrade your tank size in the future to at least a 30g then yes you can have some in the 14g. But if your not planing to upgrade no. They get about 2" long and you need at least 6 for the fin nipping to stay in control. They also are very active and a 14g isn't sufficient for adult barbs.
 
I have had 3 in a 5 gal for 6months. Granted they are in a 55gal now...but you can have a few in a 14gal with no issues... ONLY if they are the only inhabitants in the tank.
 
Besides bioload, tiger barbs just wouldn't gave enough space to swim in that size tank. They are active fish. Cory cats, and many other tetras school, and would work in that tank.

You can get away with 5 juvenile Tiger Barbs in the short term, but nothing else really. Aside from swimming space, they prefer a well planted tank with Driftwood for hiding places (mimics they natural habitat) which they are also known for. In a 14g tank, if you add DW and Plants (either fake or live) you are using up valuable swimming volume they'll need when they place their chasing games.

Not so much of an issue when their 1 inch long juv's .. but as they approach 1.5 - 2 inches.... a 30g would better better.
 
Those get 3+" depending on the species, so they would need more bottom space than a 14g can provide. How about some shrimp like RCS?
