Use of Powerhead w/o UG Filter

I have my 55g FW cycling right now with my fluval 405. There is a sort of scum build up at the surface, I moved the outlet of the filter up a couple inches but it still doesn't seem to be churning enough.
Would you suggest using a powerhead without installing the UG filter? If so, do I need to put an intake tube on the PH?
I have two of these PH's, but they seem to be older models and no instructions.
As always, your input is very appreciated.

I don't know if churning up the surface will get rid of the scum. If you ahve a canister filter, you can use a surface skimming attachment to pull the surface stuff into your filter, like this one:

If you want to try the powerheads, you would want to attach a sponge filter onto the intake tube (to protect the pump from debris & prevent you from sucking up your fishies) & point the output at the surface.
