Water Conditioner

Question: When I do a PWC, should I had just enough water conditioner equal to the amount of water I changed, or should I add the recommended dosage for my tank size?

Just the amount of water you changed.

Depends, if you go by buckets you can dechlorinate each bucket full. If you use a water change system, then dose for the whole tank. You can also dose for the whole tank volume and then just pour the buckets in without worring if you remembered to add dechlor to each bucket.
