White bugs on driftwood?

New tank cycling. Hardscape done. Added some stone and driftwood (after boiling and soaking). Added TSS+ to start cycle. Then today my hubby noticed these white particles moving on the surface of the driftwood. They're so tiny they look like bubbles or dust particles. But they move making small jerky movements. I wanna add plants but if this is something that needs treatment I'd rather do that first. Can't tell in pictures so video uploaded here:

In the second video look to bottom left of video on the driftwood. When I tried to zoom it moved and became blurry.

1. What is it?
2. Do I need to treat it?
3. Can I add plants yet?
