Fin Rot? Yellow Tang fin is not healing!

My yellow tang has been missing the top part of his fin for a few weeks. It also looks orange along the area where it ripped off or what ever happened. I also just noticed a small nip of the bottom of his bottom fin also. He has had a minor case of HLLE which he has been recovering from since I removed the carbon, so I thought he wasn't healing because of the HLLE, but I need help trying to figure out if it is fin rot.

Can you tell us more about the system?
There is stress going on with the tang in the system, which is shown by the HLLE. Until we know more about the system, it will be hard to diagnose.
