Fish safe eel.

I've got a few Azure damsels, black ice clowns and a coral beauty in my 85 gal tank no corals just rock. I would like to put a serpent or a lion fish in their. Would my fish be ok around a green wolf eel or a volitan lion fish ?
If not. Aszide from a dwarf lion would anyone have a suggestion on what might be the safest of serpent or lion fish ??

Both of those will end up consuming your fish most likely. Lionfish can eat fish much larger than you'd think they can.
Have you looked at a snowflake eel? It is one of the smaller eels. Even if you didn't want to go the eel route, the engineer blenny has a very similar look and is not aggressive.
 
No lion fish or eels are safe around other fish. As soon as they can swallon them, they are gone.
