It looks like Ich. There are multiple posts here and online with advice on how to treat. The short answer is that you need to pull the fish into a QT, treat those using either copper or Hyposalinity and leave your DT fallow for 6-8 weeks. Anything short of that either does not kill the Ich and/or leaves it on your tank to keep coming back.
