So I'm new to quarantine tanks and I was wondering am I suppose to put the medication as soon as I put him in their or wait and see until I see a disease??

If this is a simple quarantine for a new fish, I wouldn't medicate. I keep a bio pad in my sump for bacterial populating and some pieces of PVC pipe for hidey holes. That way I have an immediate bacterial colony available for the QT.
However, for a hospital tank, treat the symptoms right away. Daily water changes will be required as well as the bacteria won't survive the medication of hyposalinity.
