Shrimp ripping off Goby's fins?

Could this happen? The cuts are very precise so that's why I am lenient to say fin rot. Has this happened to anyone else?
 
Scarlet Skunk Cleaners (x2), Peppermints (x3), and a snapping Shrimp that he hangs out with.
 
Doubtful those listed are to blame, though it is most likely from bullying behavior from somewhere.
Can you tell us more about the system and inhabitants?

29g BioCube with 2 Ocellaris Clownfish, 2 Banggai Cardinalfish, and the Blue Fin Goby. Inverts - 3 Dwarf Red Tip Hermit Crabs, 4 Scarlet Reef Hermit Crabs, 3 Dwarf Yellow Tip Hermit Crabs, the Shrimp mentioned above, 3 Mexican Turbo Snails, 3 Cerith Snails, 2 Super Tongan Nassarius Snails, and Fighting Conch. That's the full stock.
 
Turns out it was minor fin rot. Cleared up now, with meds and stress coat! :)
