sick 4 stripe damsel

I have a tank that has had fish in it for about three weeks now. It is just a ten gallon fowlr. For over two weeks now my four stripe damsel has had a little white spot on one of his fins. It has began to grow and looks like a cluster of salt, kind of. I just noticed the last couple of days that his other front fin is begginning to look really ragged on the ends. He still swims and eats very well and is even a little aggressive toward my yellowtail damsel. He also seems like his breathing is kind of fast. I was wondering if this is fin rot or something else and what I can do to fix it. When I had my water tested they told me that my ph was a little high and my alk was a little high but that it was probably just in a cycle and I should leave it alone for now. My yellow tail damsel has been in with him the whole time and does not show any signs of sickness.
