Sick striped cardinal

We have a striped cardinal that is not eating. His face/gills are swollen. Any clues on what's wrong? He's been like this for more than a week. We had a second one that died suddenly but that one didn't have any swelling.

More info please...especially water parameters. How long have you had the tank ? Do you have any other fish?
