Starfish sticks arm out of tank? Why?

I am curious about the behavior of my Chocolate Chip Starfish. It has climbed into the output area of my Bio-Wheel and has one of it's arms almost out of the water. Does anybody know if it is trying to tell me something? It seems to be happy there. Thanks.
 
It wants to say waaaasssssuuuuuuppppppppppp bbbbbbbuuuuuuuudddy. lol. that should not be a problem at all unless some of its body is then out the water it a different story.
 
This is actually something I see fairly common with starfish. From the observations of my own tank, it seems to me they are skimming the water surface looking for food particles. Do you notice that the tube feet are extended much more than normal?

It does not appear that the tube feet are extended, except where it is holding on the the bio-wheel. It is a relatively new addition to my tank. I'll continue to observe. It may be feeding.
