What is this on my clown

Hello everyone. I came home from work today and noticed something white around my clowns mouth they are not spots they almost look like little white quills of some sort. They look like there hanging from his skin I have had him for about 5 months now. My water test where all good except phosphates where a little high any ideas here are a few pictures
