White Ghost Eel not eating PLEASE HELP

Hello everyone, I have tried everything in the books to gets this eel to eat, but all he does is eat one silverside piece and not eat for a week later. I am afraid that he is not getting enough nutrition. I have a snowflake that eats almost everyday if you feed him. Here is what I have tried and hasen't worked:

1) Garlic soaked Frozen Silversides, Squid, Clams & Krill.
2) Live guppies.

Have you tried just plain ole raw shrimp? I don't have a ghost but my banded eel will only eat shrimp or krill.

have you checked your nitrates? My eels seem to quit eating as well when the nitrate levels get elevated.

Really, it has to do with the nitrates since they are at about 40PPM.
