WHITE STUFF on RBTA

My tank has been set up for four years. Recently purchased a small RBTA. I've noticed he has a white powdery looking film at the base of tentacles and white spots on tentacles. Otherwise looks healthy and eats well. Clowns will not host him though. They hover over but will not go in him. Is he sick with ick? Can BTA'S get ick?
