2 sick fish - help please

I have 2 fish with issues:

1. My dalmation molly has white stringy stuff hanging from around her mouth.

Any ideas? Fungus? Worms?

(I tried to take a picture but can't get one clear enough for you to see.)

2. Also, a neon tetra has some white patches (NOT spots so not ich) on him so I am currently treating for fungus thought not really sure if that's what's wrong! Any advice on how to know if it's fungus or something else?

(Sorry.....again I tried to get a photo but everything was just too blurry to see).

Info:

60g tank, PWC weekly most of the time (ocassionally miss a week). 25-40%. Amm 0, trites 0, trates 10ppm.

Ugk.....just found a page on neon tetra disease. How do I know if it's that or some kind of infection either bacterial or fungal?

Still trying to figure out re the molly though.
