My fantail goldfish is very old and today his fin split in two and some of his scales are peeling off. The outer layer of his skin is peeling off as well. Does anyone know what this is? He isn’t eating.

If possible, post a pic of your sick fish. There are many possibilities. Is the fish still eating, swimming normally, flashing, or exhibits labored breathing?.

He eats a little but he spits most of it. He is moving his fins but kind of hovering. Not moving very much. Breathing is a little strange, not normal but he is not hyperventilating.

^^ +1 ^^
I agree with Matt, the problem looks to be Bacterial. Be sure to conduct a big WC before medicating.

Sulfa drugs along with Malachite green and a heater would really hit the spot for this poor fish. He would pick right up.

Maracyn Plus is the drug found at petsmart (Sulfamethoxazole and Trimethoprim) and "quick cure" or rid ick usually contains M Green or Victoria Green, found at Walmart.
They can/should be combined with this fish.
