Apisto with popeye, maybe dropsy?

Hi all. I have an apistogramma agasizzi named Tango. A few days ago I noticed a scratch on his right side that seemed to be healing. This morning his right eye is swollen but not clouded or bloody. See the attached images (they preview sideways but idk how to fix, sorry). Scratch is almost invisible, behind his right fin.

Amm:0ppm, NO2:0ppm, NO3:0ppm pH:7.5, Temp:80

30g tank with Fluval U4 has been set up for 3 months, got Tango just before that but had him in an established 10g for a while. I vacuum the gravel and change ~20% of the water every week to two weeks.
Tankmates are some green neon tetras (got at the same time as Tango) and a small clown pleco I got 2 weeks ago. None of them are affected.

I’m worried he might develop dropsy. I had a female apisto that showed popeye shortly after I bought the pair, and later a week or so later got dropsy and passed away. Is it possibly a genetic issue from the breeder? Otherwise I’m assuming he got stressed from his scratch, or maybe I’m doing something wrong in his care.
What’s the best way to treat this?

How is Tango doing?

Clean water is the ideal for healing and relieving any stress the fish might be going through from a scratch. Do you know your tank parameters?
