bloodshot angel eyes and fins?

I have a few books on fish disease and I can't find anything about this.

I have an angel that's about 3 years old. The base of his fins are red (bloody) and his eyes look blood shot. He's lethargic, barely moves, and doesn't respond when you move something near him. I put him in a qt but I have not added any medication yet because I don't know what's wrong.

Tank is 29 gal
Other inhabitants:
angel about same size (one eye from physical damage)
black ghost knife about 6 1/2"
senegal bicher about 6"

All the other fish are fine and the tank has been stable (3 years+ running). I haven't checked water parameters yet but all the other fish are fine. I'll add them after I check.

So what is going on?
 
The first thing to do is check those parameters and post them. It's a good thing you put him in QT. Keep the QT tank parameters pristine. Do his fins look torn at all as if he was attacked? Is he gasping for breath? Is the redness streaks or just generally red and bloody looking? It might very well be a bacterial infection. I would treat with Triple sulfa or maracyn II.
